Automate/enforce GitHub settings on all org repos

When a new repo is created, the appropriate GitHub settings (branch protection, squash only, etc.) should be automatically set.

We have this running inside a scheduled fusion-orchestrate script now: https://github.com/uber-workflow/fusion-orchestrate/blob/master/src/enforce-settings.js

Would be better to migrate this to a probot app, ideally with the capability to trigger this when needed.
