ec9f7d7 no DMR SDS/APRS/data forwarded

Hi,

with commit ec9f7d7 in DMR no data get through, so SDS/APRS do not work anymore. Happens without gateway in direct BM master connection, using Motorola radios.

Going back to commit bc43db1 makes everything work like before.

Reproduced on two systems, one being a repeater with modem board and two analog radios, one being a dual slot hotspot with two ADF7021 TRX ICs.

And I can add that other people experience the same. Appears data get sent out to the remote system, the answer arrives - but it is not decodable for the radio.

I have reverted that commit. I don't know what the error was, but it was only a code cleanup change so not particularly important overall.
