Align practices in product development across work streams

We should work towards formalizing and aligning on practices for developing GA4GH products and representing their maturity level.

The GKS Work Stream has worked to formalize this in their Technical Specification Maintenance processes. There is an opportunity to share and align on these and other work stream practices at the TASC in-person meeting.
