Support Cloud Native Buildpack spec

Heroku's upcoming Fir platform won't support "classic" buildpacks but there should be a way to support both within the same repository

Fir is now generally available for teams using Heroku Spaces. If anyone needs the buildpack migrated sooner rather than later let me know. I'm limited in being able to properly test a release until it is available in the common runtime.

Hello! We are currently in the process of migrating our of Heroku, but we're intending to use their Cloud Native Buildpacks. In fact, we already have a pipeline for building our application with them, so we would be happy to assist with testing if the common runtime availability is still an issue.

How are you building containers using the Cloud Native Buildpacks? Any sort of tooling that would help test the process locally would be help. As of right now Fir still isn't available in the common runtime with no clear sign when it will be available.

For the actual build pipeline we're using kpack, but for local builds it's much more convenient to use the pack utility. They've got decent docs here.

We'd be happy to help with testing once you've got a draft up!

If that helps, we've got a branch that seems to be doing the thing: meetcleo#1

I'm not sure how to test it beyond calling jemalloc.sh though - but at the very least, it's present and has the right content.
