Group editing page saves group on page load #122

Description
What steps will reproduce the problem?
1. Go to Admin -> Manage People -> Edit Groups
2. Click Add Group.
3. Go back to Admin -> Manage People -> Edit Groups
What is the expected output? What do you see instead?
Notice that although you have not saved the group, one has been created with
ENTER GROUP NAME as the name.
