Email address selector does not show groups or survey users #124

Description
What steps will reproduce the problem?
1. Go to Admin -> Manage People -> Email users
2. Click the "To" button
3. Expand the Groups node and the Survey nodes
What is the expected output? What do you see instead?
If you have groups, you should see them listed under the Groups node.
Under each survey, a list of users should show. If the survey is "All Users",
the list of all users should show.
