Add Existing Location button should be disabled when there are no locations #125

Description
What steps will reproduce the problem?
1. Go to Admin -> Manage Projects -> Edit Project and click on the Edit link
under Location
2. Click the Add Existing Location button
3. A popup will show with no locations
What is the expected output? What do you see instead?
The button should be disabled if there are no existing locations to display.
