Census method search only matches start of name

What steps will reproduce the problem?
1. Go to Admin -> Manage Projects -> Manage Census Methods
2. If you do not have a Census Method already, create one.
3. Type the first part of the name in the search box and click Search.
   -You should see all census methods that begin with the search string
4. Type a different part of the name and click Search.
   -You will not see any census method that contains the search string unless it begins with it.

What is the expected output? What do you see instead?
It would be better if this search matched on any part of the string, not just 
the beginning as do the other search mechanisms in the system.
