Empty spreadsheets downloaded for surveys user has not contributed to #156

Description
What steps will reproduce the problem?
1. Go to My Sightings
2. Click download tab
3. Download spreadsheet
What is the expected output? What do you see instead?
You will get spreadsheets for every project you have access to, even if they
are empty. It might be nice if you only got spreadsheets that contain records.
