galaxy api integrations for e2e analyses

so galaxy api we can presumably upload data, like fastq and samplesheets, start workflows etc. now we need to teach brc to use it (once we figure out auth sync). im kind of assuming we want an api wrapping layer around galaxy api, but feel this needs discussion and planning, some specs put together w min we need for e2e demo, how that related to longer term planning, etc.

going to assign @dannon to provide clarifying thoughts and direction. can re-assign for brc dev (im happy to help for ex, worked plenty of backend apis before) once we have specs.

also should make note in this issue if there is anything galaxy api needs to do it cant yet, to support e2e. im not super familiar (yet!)
