workflow launch and status ui

in e2e, ppl dont go to galaxy to launch a workflow, which means some ui changes:

1. once you click launch workflow in galaxy, you need to choose whether you go there and finalize things manually before launch and play w results there. (then presumably this route we also want to offer ppl the ability to bring reports back to brc, but thats probably not a min req. happy for a separate issue to be made if we decide its out of scope for now)
2. once a workflow is started, if you elected to stay in brc, you need to be able to track high level status of your run. and when we know its succeeded, a way to view the report. mocks for report integration are a separate issue, see mockups for galaxy pages integration #703 .
