Request for a placeholder for galaxy servers

Hello team!

Some tools are linked together and complete each other. We think it is good to have a placeholder like __GALAXY_SERVER_URL__ so we can link those tools in help section with something like __GALAXY_SERVER_URL__//?tool_id=toolshed.g2.bx.psu.edu%2Frepos%2Fbgruening%2Fflexynesis_cbioportal_import%2Fflexynesis_cbioportal_import%2F0.2.19%2Bgalaxy0&version=latest

In https://github.com/galaxyproject/galaxy/pull/18722/files#diff-74051ff4f4c0ecfe5d9f5d1804b2dc04db1a59c8fc5cd9cdcb1b3b30e96affe1R33 I added some special kinds of URIs for the Markdown version of help to reference state files and help terms without explicit text replacement, etc.. To my reading - I think this is cleaner than older text replacement approaches. I think the right approach would be to use this extension point and implementation. Maybe implementing an URI scheme like: gxtool://<tool_id>[/version].
