Gardener autoscaler should be synced with respective Kubernetes Autoscaler 1.32.0 Release

Why is this needed

• To keep the fork in sync with upstream.
• To ensure the shoot control planes are using respective version of CA for a given K8S version
• ☂️-Issue for "Support for Kubernetes v1.32” gardener#11020

I accepted the changes as indicated but don't know how to proceed at this point 😵‍💫
