To get the last updated binay is correct to download from https://www.enterprisedb.com/download-postgresql-binaries?
Then extract files from folder "pgsql" in the binary "postgresql-16.2-1-windows-x64-binaries.zip" to ...\PostgreSQLPortable\App\PgSQL
And for last run PostgreSQLPortable.exe.
