regen schema after docstring update

TestSchemaFreshness caught that internal/config/config.go's
MaxWakesPerTick docstring was updated in the adoption-review fixup
without re-running go run ./cmd/genschema. Regenerates the schema
JSON, config.md, and cli.md. The cli.md churn is genschema
table-formatting that commit 6464b2a deliberately dropped from this
PR; re-including it here because fmt-check would otherwise fail on
every future schema regen.
