Audit non-Claude hook and runtime parity for Codex, Copilot, and related providers #350

Description

@julianknutsen

Problem

The upstream audit still calls out remaining non-Claude hook and runtime parity gaps, especially around Codex and Copilot behavior.

We need a concrete parity audit against current Gas City behavior that produces a maintainer-useful punch list instead of stale assumptions.

Scope

  • verify hook installation behavior for Codex, Copilot, and other non-Claude providers Gastown users are likely to try first
  • verify startup, gc prime --hook flow, instruction-file handling, and launch-time ergonomics
  • distinguish confirmed gaps from already-landed behavior so maintainers know what still needs work

Acceptance Criteria

  • the audit identifies real remaining gaps, not stale assumptions
  • the output points at concrete repo locations or follow-up fixes
  • the results are specific enough that maintainers can convert them into bugs or patches quickly
