fix: prohibit witness patrol from closing foreign wisps (gt-oei1)

Add swim lane rule to witness patrol formula and priming templates:
- Witness may ONLY close wisps it created (its own patrol wisps)
- Foreign wisp lifecycle is the reaper Dog responsibility
- Orphaned-looking foreign wisps must be reported, not closed
- Closing foreign wisps kills active polecat work molecules
