Allow system notification banner / maintenance message for users #3126

Add the capability for IPT administrators to configure and display a sitewide announcement or maintenance banner at the top(maybe another place) of the interface. This will allow administrators to notify users in advance about scheduled maintenance, system updates, or critical notices, similar to the notification banners used on GBIF.org.

Currently, when an IPT instance undergoes scheduled maintenance, server migration, or system updates, administrators have no native way to communicate this to users directly within the application interface. Users accessing the IPT during these windows may encounter sudden downtime or service interruptions without prior context.


Use Case Example

  • Scenario: The OBIS Node in Ecuador is planning server maintenance on the IPT instance next Tuesday from 2:00 PM to 4:00 PM UTC.
  • Action: The administrator sets a banner 3 days prior:

    "Scheduled Maintenance: This IPT instance will be offline for maintenance on Tuesday, Aug 4th, from 14:00 to 16:00 UTC. Please save your work beforehand."

  • Outcome: Data managers and publishers are informed well in advance, avoiding data loss or confusion during the maintenance window.

Additional Context

GBIF.org already uses a similar systemwide message banner to inform users of maintenance or data sync delays. Bringing this functionality to the IPT will greatly improve system administration transparency for node managers and publisher organizations worldwide.
