Quota project? #23
Description
After enabling the extension, I keep getting this warning:

You might receive a "quota exceeded" or "API not enabled" error. We recommend you rerun `gcloud auth application-default login` and make sure a quota project is added. Shall we add a quota project selection dialog -- or better, a customizable dropdown submenu of quota projects, editable in the jupyter config editor?
