why do we remove extant ssl.conf?

@pallinger this line https://github.com/gdcc/dataverse-ansible/blob/develop/tasks/dataverse-apache-ssl.yml#L80 tripped up @pdurbin today. is this Debian-specific, so that we might add a when: condition, or would it be safer to move the extant file to ssl.bak or some such?
