Update for Polymer 1.0

There have been reports that the site will no longer load because it pulls in polymer#master and the site is not built using components that work with 1.0.

This should also include the setting of the polymer version in bower to a static version so that it will always work later when someone clones it. Using #master results in non-reproducible issues.
