Request: Deploy to Railway

## Description

It would be nice to be able to deploy EdgeDB to Railway. I tried setting it up myself, but had some trouble with the port exposure. Ideally it would be nice to have a Railway Template for this, to just click "Deploy on Railway" button and add it to my project.
