Figure out what is up with the BROKEN functions

There are a couple functions (relate and simplifypolygonhull) that somehow crash postgres when called in the simple CI build/test on this repo.

I think it's something wrong with the build here, since it doesn't happen on my local machine with either a local build or the nightlies.
