No self-signed variable in exodus data

We are not seeing the self-signed variable referenced in the addon for the cf login in the exodus data. The best that we can tell is that self-signed variable is associated when ha-proxy is enabled. Since we are not using ha-proxy in our test environment the self-signed variable will not show up even though we are using self-signed certs.

To work around this we ran this command to create the variable
safe set secret/exodus/dev/cf self-signed=1

After this we were able to run the register addon command.
