fwiw I hard forked this repo and am in the process of getting this working under Python >= 3.8 here:

veketab/python-skos

Used the 2to3 tool + heavy linting, test updates, and fixing some broken bits related to removed rdflib functionality.

At this point it passes all install, test, and build actions for Python [3.8, 3.13] but ymmv as I haven't tried to shake it down in an app yet. Import statement is a bit changed from:

import skos

to:

from python_skos import skos
