Python 3.14 wheels for geoarrow-rust-core

I couldn't find an existing issue for this, but I'm trying to support Python 3.14 in Ibis, which depends on geoarrow-rust-core through lonboard (which we use for geospatial-related documentation) and I am unable to run our documentation examples using Python 3.14 without building from source.

Sorry for the slow response; I've been out on vacation and then at a conference this week. I created #1399 but I'm on vacation again next week and not sure if I'll get a release out today
