consider dual-licensing / changing the license from GPL

deal.II is transitioning to Apache 2, see dealii/dealii#16665

We should consider switching as well with a similar process. Why?

1. Moving code between ASPECT and deal.II
2. Easier adoption/integration of other libraries (or into other projects)
