Inclusion of geoplanar package under geopandas org #24

Hi all,

some time ago, we discussed (possibly just me and @jorisvandenbossche in person since I can't find it in the meeting notes) the possibility of including the geoplanar package under the geopandas umbrella. The package provides a set of functions to fix coverage violations like overlaps or gaps. Given we are now including coverage validation and simplification, I think the transfer would be very timely as people will start asking how to fix the coverage when it is invalid.

Would anyone object to this? There's no additional maintenance burden, the package will be still maintained by @sjsrey and myself as it is now.

If you are fine with that, I will:

  • add @sjsrey to the organisation
  • let Serge transfer the ownership
  • create a geoplanar-team team with admin access over the package
  • update the relevant stuff in the package and on the geopandas site

I want to touch the documentation of geoplanar then and we can announce this move with the 0.5 release that could be more or less synced with geopandas 1.1., so we can say "here's some coverage functionality and here are tools how to make sure it works".
