[iso19139] ingest extent as boundingpolygon in a non 4326 projection

pygeometa generates a polygon as geographic extent in iso19139 exports if the coordinates are given in a non lon-lat projection. it would be nice if pycsw is able to ingest this extent and use it along the conventional latlon bounding boxes, owslib already parses the boundingpolygon
