TOC: Layer description disappears after switching between General and Style tabs in Layer Settings #11397

Description
When selecting the Layer Settings of a layer with a description from the TOC, the description is visible in the General tab. However, after switching to the Style tab and then back to General, the description disappears.

Expected Result
Description should not be changed after switching back to general tab.
