Centralize pending changes workflow #11500

Description
Currently the pending changes are managed in three different locations:
- the Save plugin in map, dashboard and geostory viewer
- the ResourceDetails plugin in homepage
- the Login plugin to alert user of pending changes on logout
The Login implementation is also including an option (unsavedMapChangesDialog) to disable it inside the localConfig that's is not working with the new implementation. Also the login plugin is using a different dialog.
The proposal is to try to design a solution to centralize the pending changes workflow in a single location and remove all the unused code
