Rule Manager - when opening it a request to csw is malformed

Description

spotted in a client project

How to reproduce

• login as admin user
• go to rule manager
• open network tab in dev tool
• try to edit a rule
• check network tab

Expected Result

no request fails

Current Result

one request has a wrong url like geoservercsw instead of geoserver/csw

• Not browser related

I have found out the reason for this issue in url
if user creates a new gs instance and puts a url for it like: http://localhost:8087/geoserver2/ with slash "/" at the end of url --> there will not be this issue
But if he enters the url like: http://localhost:8087/geoserver2 without slash "/" at its end ---> the issue occurs as here

const catalogUrl = baseURL + 'csw';

it takes the url as it is and concats it to 'csw'

so the suggestions to fix:

• put double check here

  if the baseURL ends with slash / --> if false add it to url if true keep it without any change

@mahmoudadel54 i think is better to handle this transparently, add a final / only if needed and not change what user inserted
