No versions listed for dependencies

The program is failing to run because the newest version of pysal (one of the listed dependencies) no longer has .pdio.   Unfortunately the requirements file do not include versions of all the dependencies, so I am at an impasse.  Is there any information about which versions of the dependencies are required?
