Bump shelljs, eslint and gruntify-eslint

Removes [shelljs](https://github.com/shelljs/shelljs). It's no longer used after updating ancestor dependencies [shelljs](https://github.com/shelljs/shelljs), [eslint](https://github.com/eslint/eslint) and [gruntify-eslint](https://github.com/gyandeeps/gruntify-eslint). These dependencies need to be updated together.

Updates `eslint` from 3.16.1 to 8.46.0
