[Budget][FE] Newly created budget doesn't appear in the Budget list

Reproduce steps

• Navigate to Budgets tab
• Create new Budget and go back to budget list
• The newly created budget doesn't show on the list by default. Need to pull down to refresh the list

Expected

The newly created budget should appear immediately.

It doesn't happen every time. Can close this issue if the bug doesn't happen anymore.
