Missing URL Parameters on Language Change in Distance Rate Shipping Configuration

Description of the Issue:

We’ve encountered an issue when a vendor tries to configure the Distance Rate Shipping method and changes the language on the platform. Once the language is changed, the URL parameters ?zone_id=1&instance_id=1 are removed from the URL. As a result, when the vendor attempts to proceed with configuring the Distance Rate Shipping, an error message appears: "You have no permission to view this page."

This error prevents the vendor from completing the Distance Rate Shipping configuration process, essentially blocking their ability to set up this shipping method.

Expected Behavior:

The expected behavior is that when the vendor changes the language, the URL parameters ?zone_id=1&instance_id=1 should remain intact. This would ensure that the vendor has the correct permissions and access to complete the configuration of the Distance Rate Shipping without encountering any errors.

Steps to Reproduce:

1. Log in as a vendor and navigate to the Distance Rate Shipping configuration page.
2. Begin the process of configuring the Distance Rate Shipping method.
3. Change the language of the platform.
4. Observe that the ?zone_id=1&instance_id=1 parameters are removed from the URL.
5. Try to continue with the configuration.
6. The error message "You have no permission to view this page" will appear, and the vendor will be unable to proceed with the configuration.

Additional Information:

• The issue appears only when the language is changed during the configuration process.
• The missing URL parameters seem to be causing the permission error, which blocks the vendor from completing the process.
• The URL parameters should remain persistent regardless of language changes to ensure proper configuration and functionality.
