Formalize Floresta Team

We have been using the term Floresta Team but there we dont have any formalization of it.

A floresta-team.json file that have a simple { user [email protected] gpgkey } would be more than enough to formalize it.

We could make this by simply Inviting and ACKing the commit where only the author can its data in it and later setting some specific rules for it as the project grows.
