Cookbook: per-site configuration of robots.txt does not work

I've tried using the cookbook instructions to configure a robots.txt page for my test site based on environment variables, but the instructions as written don't work.
I read the page about environment variables and tried moving the site specific config file from user/hostname/config to user/env/hostname/config but that also seemed to have no effect.
