Windows: when turning off, leaves the system proxy on and pointing to Lantern

Using the stable Lantern on Windows 10/11 x64, I found that it fails to disable itself as the system proxy.

It's trivial to fix manually but rather annoying too when an app won't work anymore and you don't always think it's Lantern's fault.
Easy to test:

• run Lantern for all sites (because just the censored ones are... not covering everything my country's come up with)
• disable it
• observe system proxy still being on; Python's pip install fails to work.
