Change end of form message when edits are enabled

At the end of the default form filling experience, users see a message that says they can not make edits.

Given we are allowing edits to a finalized form we want to ensure users understand which forms are editable/ not editable so they can make an informed choice before finalizing.

As a data collector
I want to know whether I can edit after finalizing,
so I can make an informed decision

• We decided we should update the standard message as well.
• We also want to add pencil-off for when it's not editable

Notes

So if they enable edits via the XLSForm (https://forum.getodk.org/t/spec-proposal-editable-submissions/53577/8) to opt in, the form has that client-editable flag, so we could show a different end of form experience based on what we decide above.

Updated the designs with the new pencil-off icon from Pictogrammers.

We eventually want to switch to this library, as it has all the Google icons and a lot more extended variations. It's being implemented in Web Forms right now. We may not want to update the library as part of this story, but I wanted to make a note of it here.
