[migration] filetime_from_git

I've extracted the filetime_from_git plugin (with full history, of course), added tests and a pipeline: https://github.com/schtobia/filetime_from_git

I would like this plugin to get added to the plugin organization, if possible. It isn't published to pypi yet, but I could do so, if desired.
