Memory Profiling

We have CPU profiling available right now and some open areas of improvement like

• .NET Profiling for ASP.NET Core #2316
• .NET Profiling for client apps (Desktop/CLI/Mobile) #2315

But one key area that would really help debug memory related problems, specially leaks and OOMs, like

• Improve OutOfMemory insight #3315

Is to be able to collect a memory dump and attach to an event.
A heap visualization could be used in the Attachment Preview button to load @filipnavara's dotnet-heapview
