chore: upgrade oxlint and oxfmt

Note

The pull request "chore: upgrade oxlint and oxfmt" was created by @logaretm but did not reference an issue. Therefore this issue was created for better visibility in external tools like Linear.

Upgrades the oxfmt and oxlint dependencies since the PRs we merged was created a while ago and were using outdated versions.

No breaking changes, no changes in lint output or in formatting. Mostly bug fixes and performance improvements.
