Description
This is a tracking issue for a bunch of small changes I'm proposing to make, to clear up a few confusing things in our UI.
(For example, we should prevent the kind of confusion experienced by this user:
I'd like to add that is impossible to unmerge less than 2 issues
who was interpreting the fact that we list the issue itself under "Merged Issues" to mean that there was a separate issue of the same title which had been merged in.)

- Not show checkbox next to hash and not show count in the button if there's only one hash listed
- Adjust tooltips/error messages to better explain why certain actions are disallowed (done in ref(merging): Improve explanations on
Merged Issues
tab #58210) - Fix the fact that events without a culprit don't show a title in the merged issues tab
- Fix the fact that it's not obvious the latest-event links are even links
