Easy method to change wallpaper with custom image #2077

Duplicate from #1622. Somehow it's still didn't get implemented after a whole 2 years! I think it's really not that hard to implement though.
I really love Umbrel, the customization is the only con I have when using it. I installed Nextcloud, and it's really easy to change the wallpaper.
The app in that OS itself, has more customization more than the OS. That's weird!
I'm not going to say that the built-in wallpapers is not good, I just want something different that fit with myself.
And I think it would be cool to able being simply using any images in Files to be a wallpaper, with an Context Menu! Just like in Windows, so it would be feel even more native.
Even though there's another alternative method, I still didn't want to waste my time to just only change the wallpaper. That's should be 1..2..3! (Look, here, it's just one simple code to change the background)
