Is build hg19 hardcoded in?

Looking through the code, `hg19_to_linear_positions` and `remove_sites_near_centromere_and_telomeres` are based on hg19 coordinates. The former does have a parameter for the build in the function definition but it is not actually used.

Is it unsafe to run deTiN on hg38 data?
