deno_webgpu cannot be compiled with the current Deno version

Description
Trying to upgrade wgpu in the current deno with the current wgpu version fails due to changes in interfaces (in particular GarbageCollected needs a get_name.

Repro steps
After following the instructions for Deno here, deno does not compile anymore.

Expected vs observed behavior
I get several compiler errors, most relating to the get_name method not defined for different types implementing the GarbageCollected trait. Example:

After adding dummy implementations for this method, there are errors from the deno jupyter.rs module requiring the device and queue context from texture which does not seem to be there anymore.

Since it has been mentioned in a couple offline discussions: denoland/deno#29603 is one case that might motivate updating to the latest deno.

#8197 adds a cargo deny waiver for the RUSTSEC advisory about the adler crate being unmaintained. adler is used via our current versions of deno, v8, and miniz_oxide, and will no longer be a dependency when we update to the latest deno.

#8238 updated the copy of deno_webgpu in the wgpu tree to a recent version of deno. But there are still changes in the wgpu copy that need to be synced to Deno, and the issue with jupyter.rs mentioned in the description presumably remains. So I am not closing this bug.

denoland/deno#31163 updated the version of wgpu used by deno, so this may be fixed now.
