There appears to be some rounding error with mouse-scroll-multiplier

A bit of playing around with mouse-scroll-multiplier revealed the following:

mouse-scroll-multiplier	Number of events sent	Change
1	2
2	5	+3
3	7	+2
4	10	+3
5	12	+2

A peek at the source code suggests that rounding is to blame, but I can't figure out what went wrong.
