Standard macOS focus-without-raise shortcut not working

There's a standard (very useful) macOS binding of ctrl-alt-click which focuses a previously unfocused window without raising it to obscure anything currently on top. (This makes the macOS click-to-focus behaviour a bit more bearable!)

This doesn't work with ghostty windows, which get raised and the menu opened instead. Possibly there's some default configuration option that causes this, but I didn't spot anything obvious when checking carefully through the documentation.
