Expanding/overriding the accepted URL syntax

Successor to #4379.

Users should be able to extend the URL matcher to consider more valid URLs. Our current URL regex has a fixed list of schemas and overall an overly stringent syntax¹, and it makes sense that sometimes the default matcher doesn't suffice.

1. Mostly because parsing URLs is non-trivial enough that I'm not sure if they can be parsed by a regular language in the non-specialized cases. ↩
